Yes, I agree: that's just a reprint. This book has been published in the Sata-Pitaka series, many years ago in three volumes. The text has avery good introduction by the author Lokesh Chandra in english, the main part is in tibetan.
Rinsen made this text available again in a luxury version: Superb paper, printing and binding in a smooth black leather cover with golden letters on the spine. Who's that for? To keep in shrines only? Maybe: it may serve also as a robust tool you use a long period of time, in which it will not fall apart, for sure.
